Analisis Kesiapsiagaan Stakeholder terhadap Bencana Tanah Longsor di Desa Sembalun Bumbung Kecamatan Sembalun Kabupaten Lombok Timur

Abstract

Sembalun Bumbung Village, Sembalun Subdistrict, East Lombok Regency, is located in a hilly area around Mount Rinjani that has tourism and agricultural potential, but is also vulnerable to landslide disasters. Slope conditions, rainfall, land use, as well as community capacity and local institutions are factors related to disaster preparedness. This study aims to analyze the preparedness of Stakeholders, including the Sembalun Bumbung Village Government, the Village Disaster Preparedness Team (TSBD), affected residents, and the Regional Disaster Management Agency (BPBD) of East Lombok Regency, as well as to identify supporting factors, obstacles, and recommendations for improving preparedness. This study uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, field observations, and documentation. Informants were selected through purposive sampling and the data were analyzed using the interactive model of Miles and Huberman. The results of the study show that Stakeholder preparedness is relatively good in the institutional and emergency response aspects, supported by the existence of TSBD, SOPs, training, equipment, and coordination among Stakeholders. However, there are still obstacles such as the unavailability of a formal early warning system, communication disruptions, limited volunteers and transportation, minimal lighting, and limited budget for training and simulations. Strengthening village policies, periodic training, early warning facilities, reforestation, and TSBD capacity are needed to improve preparedness.
