A Methodological Approach to Assessing the Potential of the Regional Cultural Sphere in the Context of the Creative Economy

Abstract

The article analyzes existing methodological approaches to assessing the cultural capital and the potential of a region, with an emphasis on their positioning within the structure of the creative economy. Based on a critical review of scientific sources and international standards, the following methodological issues have been identi-fied: the conflation of the categories of capital and potential, the neglect of the institutional environment, the reproductive cycle of cultural goods, and the division of the cultural sphere into a non-profit core and industrial peripheries. It is established that most of the methods are static in nature and focused on quantitative indicators of economic efficiency. The principles of the author’s methodology are formulated and a logical framework for implementing the assessment of the regional cultural sphere within the creative economy is proposed, incorpo-rating the calculation of the integrated indices. The results can be used by public administration bodies for de-veloping regional strategies for cultural development.
