Abstract

Indonesian students' scientific literacy and Higher Order Thinking Skills (HOTS) skills remain low, reflecting the low cognitive level of learning and questions used at SMA Negeri 3 Langsa. This study aims to determine the feasibility and practicality of scientific literacy-based Higher Order Thinking Skills (HOTS) questions at the high school level. This study employed a Research and Development (R&D) method with a modified ADDIE development model, extending only to the development stage. The development stages included needs analysis, product design, expert validation, and practicality testing. The data analysis technique employed quantitative descriptive analysis, calculating the feasibility and practicality levels using percentage formulas and then interpreting them based on established assessment criteria. Validation was conducted by two validators: a material expert and a construct expert, with results of 91% and 84%, respectively, indicating highly valid questions. The practicality test yielded 100% from two biology teachers and 95.59% from 35 students, indicating highly practical questions. The implementation of learning using these questions went very well, despite challenges related to time allocation and student habits. It is hoped that these questions can become an alternative in the learning process at school.
