The AI Handler Doctrine: A Framework for Operational AI Accountability

Abstract

It argues that sovereign jurisdictions should progressively integrate AI Handler obligations into national digital governance frameworks, and that AI systems operating at societal or sovereign scale may be required to meet legally enforceable accountability standards, including registered Handler structures, attribution traceability, and human-in-the-loop supervision.
