PUBLIC SERVICE RULES AND EFFECTIVE SERVICE DELIVERY IN THE ADMINISTRATION OF HIGHER INSTITUTIONS IN NIGERIA

Abstract

Public service rules constitute the regulatory framework that governs the conduct, responsibilities, and operational procedures of public sector employees. In Nigeria, these rules are designed to promote accountability, discipline, efficiency, and transparency within public institutions. However, despite the existence of these rules, many public organizations, including higher educational institutions, continue to experience challenges related to ineffective service delivery, bureaucratic inefficiencies, and poor administrative performance. This study examines the relationship between public service rules and effective service delivery in the administration of higher institutions in Nigeria. The study adopts a qualitative research approach relying on documentary analysis of existing literature, government publications, and policy documents relating to public administration and higher education governance. The theoretical foundation of the study is anchored in bureaucratic theory, which emphasizes the role of formal rules and procedures in ensuring organizational efficiency and accountability. The findings reveal that public service rules provide a framework for regulating employee behaviour, defining roles and responsibilities, and promoting ethical standards in public institutions. However, weak enforcement of these rules, political interference, inadequate staff training, corruption, and institutional inefficiencies undermine their effectiveness in promoting quality service delivery in higher institutions. The study concludes that strict adherence to public service rules, capacity building for administrative staff, improved accountability mechanisms, and institutional reforms are necessary to enhance service delivery in Nigerian higher institutions. The study recommends strengthening monitoring mechanisms, promoting transparency in administrative processes, and institutionalizing continuous professional development programs to ensure effective implementation of public service rules within the Nigerian higher education system.
