Методический подход к оценке влияния стартап-индустрии на социально-экономическое развитие на примере стран Латинской Америки

Abstract

В статье охарактеризованы существующие способы оценки инновационных составляющих экономики. Установлено, что в научной литературе и практике аналитических агентств не существует инструмента, позволяющего определять влияние стартап-индустрии на социально-экономическое развитие отдельно взятых стран. Автором предложена новая методика в виде эконометрической модели влияния стартап-индустрии на социально-экономическое развитие, построенной на панельных данных за 4 года по 48 странам. Выбор переменных основан на классификации факторов развития экосистемы стартапов по характеру их влияния. Охарактеризовано влияние регрессов (элементов стартап-индустрии) на зависимую переменную (ВВП на душу населения). Для апробации модели осуществлено ее применение к странам Латинской Америки и Карибского бассейна, установлено наличие/отсутствие влияния стартап-индустрии на социально-экономическое развитие каждой из них. Разработаны рекомендации по нивелированию барьеров, тормозящих развитие стартап-индустрии в указанных странах, на основе анализа международного опыта. The paper describes the existing methods of assessing the economy innovative components. It has been established that neither scientific literature nor analytical agencies practice provide a tool that makes it possible to determine the startup industry impact on the socio-economic development of individual countries. The author has proposed a new methodology in the form of an econometric model of the startup industry impact on socio-economic development, based on 48 countries panel data for 4 years. The choice of variables is based on the startup ecosystem development factors classification by the nature of their impact. The influence of regressions (elements of the startup industry) on the dependent variable (GDP per capita) is characterized. The model was tested by having been applied to the Latin America and the Caribbean countries; the presence/absence of the startup industry’s influence on the socio-economic development of each of them was established. In conclusion, the author has developed recommendations on leveling the barriers hindering these countries’ startup industry development, based on an international experience analysis.
