Evaluating Capacity Building of KVK Personnel through a Partial Kirkpatrick Model Approach
Abstract
Effective capacity building of Krishi Vigyan Kendra (KVK) personnel is crucial for strengthening agricultural extension. This study evaluates a structured training program for Subject Matter Specialists (SMSs) using a partial Kirkpatrick Model (Reaction and Learning levels). Targeting SMSs from Punjab, Himachal Pradesh, Uttarakhand, and Jammu & Kashmir, the program aimed to improve institutional knowledge and extension competencies. Reaction was assessed using a 25-item Likert-scale tool including training environment, content delivery, and learning perception. Learning was measured through a 23-item pre- and post-training knowledge test. Results showed high satisfaction, especially in training relevance and interactive sessions, with scope for improvement in accommodation and theory-practice alignment. A statistically significant increase in knowledge scores confirmed cognitive gain. The study supports the utility of Kirkpatrick's Model for evaluating short-term training and guiding evidence-based improvements in public extension systems.
