EVALUATING THE ROLES OF DIGITAL INFRASTRUCTURE, DATA-DRIVEN PLANNING AND E-GOVERNANCE ON DIGITAL TRANSFORMATION AND SMART URBAN DEVELOPMENT IN NIGERIA

Abstract

Nigeria’s rapid urbanization and growing digital economy have facilitated investment in broadband, geographic information systems, electronic land records, permits and online payments, and digital platforms for citizen services. However, technology implementation is sometimes seen as a sign of smart urban development without evidence of enhanced accessibility, accountability, sustainability, or quality of life. This article adopts a critical integrative review that purposely combines empirical research, theoretical scholarship, legislation, policy documents, institutional assessments, and documented city initiatives. A total of 38 sources were selected for the final corpus, including 15 peer-reviewed articles, four foundational books or book chapters, one doctoral thesis, six national policy or implementation documents from Nigeria, five institutional reports or data sources, one statute, and six sources of implementation at the city and/or platform level. Thematic synthesis shows that the digital infrastructure can provide connectivity and can generate data, and that GIS and electronic administration can enhance information management and access to services. Despite this, there is limited evidence of lasting improvements in participation, inclusion, resilience, and service quality, and this is geographically concentrated. Outcomes are dependent on the affordability, electricity, skills, interoperability, institutional capacity, cybersecurity, procurement design, and intergovernmental coordination. Digital-only systems can also perpetuate exclusion if people don’t have a device, an ID, connection, or easy access to the system. In line with this, the review calls on Nigeria to see smart urban development through a prism of coordinated institutional reform with supporting technology and a transparent and evidence-based assessment of the outcomes that have been documented, and not by platform availability or policy aspiration.
