International Cooperation in Green Finance and Its Synergistic Pathways with Global Climate Governance

Abstract

: Climate change has become a global complex challenge, and its impact goes far beyond the environmental category, which is deeply related to economic, financial and social development. Green finance came into being as the core mechanism to link the financial system with climate goals. This paper explores the current situation, obstacles and paths of coordination between international cooperation in green finance and global climate governance. It is found that the global level has made progress in information disclosure, financial supervision integration and the catalysis of multilateral development banks, but it still faces structural obstacles such as fragmentation of rules and standards, unbalanced capital allocation (high financing cost in developing countries and low proportion of suitable funds), and insufficient data and institutional capacity. Based on this, this paper puts forward a rule compatibility system with core convergence and flexible periphery, a capital mobilization mechanism with equal emphasis on public capital catalysis and tool innovation, and a capacity-building path of digital infrastructure co-construction and talent ecological cultivation. This study provides a systematic framework for promoting green finance and climate governance from "loose coupling" to "deep integration", which is of great significance to improving the effectiveness and fairness of global climate governance.
