21st Leadership Style and Seal of Good Local Governance Program Implementation
Abstract
Empirical studies examining the relationship between 21st-century leadership styles and the implementation of governance performance frameworks at the municipal level remain limited, particularly in developing country contexts. Existing literature has largely focused on corporate or national leadership, leaving a gap in localized evidence on how leadership practices influence governance outcomes in local government units (LGUs). Addressing this gap, this study investigated the leadership style of a municipal mayor and its relationship to the implementation of the Seal of Good Local Governance (SGLG) program. A descriptive-status research design was employed using a standardized survey questionnaire administered to 250 respondents, including barangay officials and community constituents. The instrument measured indicators of 21st-century leadership style and SGLG program implementation. Data were analyzed using frequency distribution, weighted mean, composite mean, Pearson correlation, t-test, and ANOVA. Results revealed that the mayor’s leadership style obtained a composite mean of M = 2.78; SD = 0.17, interpreted as “good,” indicating generally effective leadership with areas for improvement. Meanwhile, SGLG program implementation yielded a composite mean of M = 3.51; SD = 0.23, interpreted as “fully implemented,” reflecting strong adherence to governance standards. Correlation analysis showed mostly non-significant relationships between demographic variables and perceptions, except for a weak negative correlation between age and program implementation. The findings suggest that participative and adaptive leadership practices contribute to effective governance outcomes, although improvements in communication and leadership development are necessary. This study provides empirical evidence to support leadership enhancement initiatives and contributes to the growing body of knowledge on local governance and public sector leadership.
