ENVIRONMENTAL SUSTAINABILITY OF NATIONAL ECONOMIC SYSTEMS IN THE CONTEXT OF GLOBAL ENERGY AND RESOURCE INSTABILITY

Abstract

Against the backdrop of global instability in energy and resource markets, ensuring the environmentally balanced development of national economies has become a top priority. For Ukraine, which has overcome the consequences of the armed conflict, remains dependent on fossil fuels, and is integrated into the European energy system, this task is complicated by many factors. The fragmentation of environmental regulations, the obsolescence of industrial infrastructure, and poor coordination among government agencies are hindering the transition to a “green” economic model. The aim of this article is a comprehensive study of the environmental sustainability of Ukraine’s economy in the context of global energy and resource instability. The paper identifies key elements of sustainability–the degree of energy sovereignty, resource consumption intensity, institutional effectiveness, and the level of environmental awareness–along with an analysis of the main obstacles in each area. The study analyzes geopolitical factors destabilizing supply chains and the role of international climate mechanisms (carbon regulation, “green” bonds) in enhancing the economy’s adaptability. Energy transition scenarios for solar, wind, hydro, and bioenergy are examined, with a differentiation of potential benefits and limitations. Particular attention is paid to the implementation of circular models in industry, construction, and the agricultural sector, the adaptation of international environmental standards, and the development of environmental monitoring systems. Key actors in the environmental transition–from state regulators to local communities–are systematized. Strategic priorities include the modernization of energy infrastructure, the development of distributed generation from renewable energy sources, tax incentives for resource conservation, and the expansion of recycling capacities. Together, these measures will increase Ukraine’s resilience to external shocks and strengthen its position in the clean technology market.

Assessment of the Modern Territorial Organization and Development Priorities of the Transition to Green Energy in the East Zangezur Economic Region

The transition to green energy in the East Zangezur economic region represents a strategic shift in Azerbaijan’s national energy policy, promoting efficient use of renewable resources, sustainable economic growth, environmental restoration, and international cooperation. Green energy projects generate significant socio-economic benefits by creating jobs, enhancing local employment, strengthening human capital through high-tech infrastructure, and diversifying energy production to ensure market stability and economic independence. Environmentally, this policy reduces carbon emissions—small hydropower plants alone prevented 225,000 tons of CO₂ emissions in 2024—while minimizing ecological risks and supporting biodiversity. The integration of solar and hydropower further improves grid stability, making green energy transition a comprehensive model of technological, social, and ecological development. Thus, the green energy transition in the East Zangezur economic region is a multidimensional development model encompassing technological innovation, social welfare, ecological restoration, and international integration.

Sustainability management in renewable energy projects

This paper analyzes the critical role of renewable energy in the context of the global transition toward a sustainable development model, given that fossil fuels still account for 81% of global consumption, posing major climate risks. The study shows a positive trend at the European Union level, where clean energy sources reached a share of approximately 47% of electricity production in 2025, with the wind and solar sectors being the main pillars of this progress. Beyond environmental benefits, renewable energy projects are presented as essential economic drivers that stimulate innovation, create jobs, and strengthen energy independence. Particular attention is given to the management of these projects, an area marked by high complexity due to capital intensity and regulatory uncertainties. Modern management in this sector must be adaptive, integrating digitalization, risk analysis, and green financing mechanisms to ensure long-term viability. Finally, the analysis focuses on the Republic of Moldova, where, despite financial constraints and dependence on imports, alignment with the policies of the European Energy Community opens new prospects for investment. The success of these initiatives depends on managers' ability to balance technological efficiency with social acceptance and economic sustainability, thereby providing a clear path toward a resilient and competitive energy future.

CONCEPTUAL MODEL FOR ENSURING STATE RESILIENCE BASED ON SUSTAINABLE DEVELOPMENT, NATIONAL SECURITY, AND INTERNATIONAL ECONOMIC INTEGRATION

The article examines the interrelationship between sustainable development, national security, and international economic integration as key components of ensuring state resilience under the conditions of contemporary global transformations. It is substantiated that the intensification of geopolitical instability, the digitalization of the global economy, the transformation of internation al production and logistics chains, as well as energy and climate challenges, necessitates a transition from fragmented responses to threats toward a comprehensive model of public governance focused on long-term resilience. The evolution of scientific approaches to the interpretation of security is analyzed, demonstrating that the modern understanding of security is based on the state's ability to function effectively and adapt to internal and external risks. The concept of sustainable security is explored as an approach that integrates economic, social, environmental, energy, human, and state security dimensions while emphasizing the preventive nature of public policy. The role of international economic integration as a factor in strengthening economic resilience, enhancing competitiveness, and diversifying foreign economic relations is identified. A conceptual model for ensuring state resilience is proposed, founded on the systematic integration of the principles of sustainable development, national security, and the international economy. The model encompasses a comprehensive analysis of multi-level threats, the establishment of an integrated information and analytical framework, and the application of scenario modeling and strategic forecasting to support evidence-based public decision-making. It is demonstrated that the implementation of the proposed approach will enhance the adaptability of public policy, strengthen economic and security resilience, facilitate Ukraine's more effective integration into the international economic environment, and improve its long-term competitiveness.

Strengthening the resilience of Ukraine's food industry in the context of war, global risks and European integration

The article examines the resilience of Ukraine's food industry under the combined influence of full-scale war, global risks and European integration challenges. The purpose of the study is to identify the key factors that affect the stability of the national food industry and to substantiate strategic directions for strengthening its adaptive capacity in wartime and post-war recovery. The research is based on a systemic and analytical approach, combining the assessment of institutional, logistical, economic, environmental and regulatory challenges with the analysis of long-term development priorities for the food sector. Special attention is paid to disruptions in supply chains, loss of production capacities, rising production costs, labour shortages, export constraints, environmental risks and the need to harmonize Ukrainian food policy with European standards. The findings indicate that the resilience of the food industry depends on the development of local food systems, diversification of logistics, support for processing capacities, implementation of food safety and quality standards, digital transformation and stronger institutional coordination. The article argues that European integration should be considered not only as a regulatory obligation, but also as a framework for modernization, innovation and long-term competitiveness of Ukraine's food industry. The practical value of the research lies in outlining policy-oriented measures that may support recovery planning and enterprise-level adaptation.

Green Energy, Institutional Quality and Environmental Quality in the Context of Sustainable Development

Environmental pollution is becoming an urgent global issue. Countries are implementing various solutions and establishing legal frameworks and institutional policies to promote the use of green energy sources and thereby minimize the adverse environmental impact of economic growth, investment, and consumption. The goal of economies worldwide, including in Asia, is to implement policies that promote sustainable development while optimizing economic performance. The purpose of this study is to evaluate the impact of green energy consumption and institutional quality on environmental quality. Using data from 29 selected Asian countries over the period 1970–2021, the empirical results indicate that green energy consumption does not have a statistically significant impact on environmental quality across the full sample. Improvements in institutional quality can enhance environmental quality and accelerate progress toward carbon neutrality and net-zero emissions targets. The Climate Change Conferences (COPs) have helped raise global awareness of the dangers of climate change, fostering greater international cooperation to protect the planet and promote sustainable development. To capture the influence of international climate commitments, this study employs a dummy variable for the COP period (coded 0 before COP2 in 1996 and 1 thereafter). This variable is interacted with green energy consumption and institutional quality to examine whether the implementation of COP commitments moderates their effects on CO2 emissions. The empirical results show that greater political stability, particularly during the implementation of carbon emission reduction commitments, contributes to reducing greenhouse gas emissions and promoting sustainable development. The study also confirms that institutional quality plays a significant role in improving environmental quality and accelerating countries’ progress toward carbon neutrality and net-zero emission goals.

DETERMINANTS OF THE GREEN ECONOMY AND THEIR CONTRIBUTION TO THE SUSTAINABLE DEVELOPMENT OF THE EURASIAN ECONOMIC UNION MEMBER STATES

The article identifies the key determinants of the green economy (institutional, technological, energy, economic, environmental) for the EAEU member states based on systematic analysis and econometric calculations. Data from 1990–2025 were used. Regression models, cluster analysis, radial diagrams, and thermal correlation maps have been constructed. It has been found that the Union states are at different stages of the green transition: Russia and Kazakhstan are characterized by high carbon intensity, Belarus has the best waste recycling rates, while Armenia and Kyrgyzstan stand out for their high share of renewable energy sources. The share of renewable energy and energy intensity in GDP accounts for 68% of the variation in CO2 emissions. It is proposed to harmonize the taxonomy of green projects and create a common market for carbon units.
