Productivity Enhancement in the Healthcare Sector through Digital Transformation

Abstract

This publication examines how digital transformation can enhance productivity across six APO members: Bangladesh, the Republic of China, India, Japan, Nepal, and Pakistan. Systems must expand access, improve quality, control costs, and respond to aging populations, workforce shortages, and rising costs. It covers telemedicine, electronic health records, interoperable health information systems, AI-enabled diagnostics, digital health financing, workforce digital literacy, and data governance. Using the Situation, Issues, Solution, Results, and Key Success Factors framework and the Five-Layer Results Chain, it emphasizes that technology alone is insufficient and identifies lessons on governance, interoperability, financing, workforce readiness, cybersecurity, public trust, and inclusive design.
