Abstract

The article provides a theoretical substantiation of the role of the educational environment of a higher education institution in the formation of resilience among public administration actors. The relevance of the study is driven by the increasing complexity and uncertainty of the professional environment of public managers, which requires the development of their ability to adapt, recover from stressful situations, and function effectively in crisis conditions. Resilience is considered as an integrative personal characteristic formed through the interaction of individual resources and the socio-educational environment. Scientific approaches to understanding resilience in the works of foreign and domestic researchers are analyzed, in particular its socio-ecological nature and dependence on personal development conditions. The structural components of the educational environment of a higher education institution are defined, including organizational-managerial, didactic, socio-psychological, and digital components, which in interaction ensure the formation of professional resilience in future public managers. Emphasis is placed on the importance of psychological safety, interactive teaching methods, digital technologies, and practice-oriented educational approaches in developing students’ adaptive capacities. The educational environment is viewed as an “incubator of managerial resilience”, ensuring a combination of theoretical training and practical experience. It is concluded that an effective educational environment contributes to the formation of resilient, adaptive, and professionally competent public administration actors. Prospects for further research are related to the empirical study of the impact of individual components of the educational environment on students’ resilience levels.
