Internationalization of higher education in Ukraine: strategic priorities for integration into the European higher education area
Abstract
The relevance of the study is determined by Ukraine's ongoing integration into the European Union, the expansion of international academic cooperation, and the need to develop effective internationalization strategies aligned with the priorities of the European Higher Education Area and the European Research Area. Under current conditions, internationalization is regarded not only as a means of promoting academic mobility but also as a comprehensive mechanism for modernizing educational, research, and managerial activities of higher education institutions, requiring a systematic strategic approach. The purpose of the article is to substantiate strategies for the development of the internationalization of higher education in Ukraine aimed at strengthening the integration of higher education institutions into the European research and education area. The study employed methods of theoretical generalization, system analysis, comparison, logical synthesis, and the systematization of scientific sources. The information base consisted of contemporary publications by Ukrainian and international scholars, regulatory documents, and materials related to international educational programmes and European university initiatives. Contemporary approaches to the internationalization of higher education and the specific features of integrating Ukrainian higher education institutions into the European academic area were investigated. The participation of universities in Erasmus+, Horizon Europe, Jean Monnet, European university alliances, and other international initiatives was analyzed. The principal directions for implementing internationalization strategies at the institutional level were systematized. It was found that further integration is constrained by insufficient institutional coordination of international activities, limited financial and human resources, uneven development of international cooperation among universities, the complexity of certain administrative procedures, and the impact of wartime challenges. It was demonstrated that improving the effectiveness of internationalization requires integrating international activities into university strategic management, strengthening grant capacity, expanding participation in European university alliances and research consortia, enhancing the performance of international offices, and developing digital formats of academic cooperation. It was established that effective internationalization contributes to improving the quality of higher education, expanding international research cooperation, strengthening the institutional capacity of universities, and enhancing the competitiveness of Ukrainian higher education within the European academic area. Prospects for further research are associated with developing approaches to assessing the effectiveness of internationalization strategies, examining the functioning of European university alliances, and analyzing the impact of digital transformation on the development of international academic cooperation.
