Market and privatization model of state infrastructure policy
Abstract
The article is devoted to the analysis of models of state infrastructure policy and their role in the implementation of major transport infrastructure projects. The article examines the market, program-targeted, project, state-capitalist, and mobilization models of industry management, as well as the conditions for their formation and interaction. It is shown that the development of infrastructure requires a combination of various instruments of state policy, as market mechanisms do not always ensure the implementation of socially significant projects. Special attention is paid to the institutional structure of industry policy, including the role of political elites, administrative bodies, regions, organizations with state participation, and interest groups. It is concluded that large transport projects are formed within the framework of a mixed management model, where the state's coordinating and strategic role is strengthened.
