ORGANIZATIONAL AND ECONOMIC SUPPORT OF STRATEGIC DEVELOPMENT OF TERRITORIAL COMMUNITIES
Abstract
The article substantiates theoretical, methodological and applied provisions on the formation of an effective organizational and economic mechanism for the strategic development of territorial communities in the context of the intensification of the processes of digitalization of public administration. It is shown that the key problem in implementing municipal strategies is the lack of consistency among declared priorities, resource capabilities, and practical tools for implementation. The need to overcome the declarative nature of planning by building a holistic, adaptive system of municipal management is argued. The scientific novelty of the study lies in expanding the organizational and economic mechanism by incorporating digital and analytical management circuits. The traditional structure is optimized by introducing digital management centers, mixed-financing models, integrated analytics systems, and digital tools to attract investment and citizen participation. The author has developed a conceptual model of the mechanism that connects the community's input parameters to the management and instrumental blocks to achieve sustainable socio-economic results. A step-by-step algorithm for the mechanism's functioning is proposed, combining diagnostics of the community's state, priority formation, instrumental support, implementation, monitoring, and continuous adjustment of strategic goals based on the feedback principle. The advantages of implementing data-driven governance for sustainable development, optimizing local budget expenditures, increasing government transparency, and enhancing the innovative capacity of territories are systematized.
