Abstract

This article examines the implementation of state and regional cultural policies in relation to creative industries, as well as the impact of global socio-political and economic changes on the role of culture in each region. It presents significant changes that have occurred in recent years in the legal framework governing the creative industries both in the Russian Federation as a whole and in individual regions (development strategy, federal laws, plans, and state support measures for the creative industries). The heterogeneity and uniqueness of the country’s regions determine the specifics of the implementation of creative industries in Russia. The development of creative economy infrastructure is described, including institutions with varying administrative and legal forms, creative clusters, creative industries schools, colleges, and noteworthy events (such as creative industry exhibitions). New cultural institutions require modern management technologies. It is noted that commercial activity and culture have enormous potential for combining to effectively address the socioeconomic challenges of a given region.
