FORMATION OF AN ORGANIZATIONAL AND ECONOMIC MECHANISM FOR MANAGEMENT OF RISKS OF ECONOMIC ACTIVITIES OF ENTERPRISES
Abstract
The article scientifically substantiates the theoretical and practical principles for forming an organizational and economic mechanism to manage the risks of enterprises' economic activities under martial law and market uncertainty. It has been proven that the risks of agricultural production are systemic and require proactive preventive risk management rather than a delayed situational response to already realized losses. The essence of the proposed mechanism is defined as a holistic, continuously operating system combining diagnostic and analytical, organizational, economic, instrumental, and performance blocks, as well as a closed-loop feedback block. The key principles of the mechanism's functioning are outlined: systematicity, adaptability, economic justification of measures, prevention, information sufficiency, and continuity of monitoring. Particular attention is paid to decentralizing responsibility across the enterprise's specialized operational divisions to increase the efficiency, flexibility, and quality of managerial decision-making. A practical management response matrix has been developed based on the size of the risk gap (the ratio of risk exposure levels to internal risk tolerance), differentiating strategic measures across four distinct zones: stable development, adaptive management, anti-crisis response, and critical vulnerability. An integrated support model synchronizing financial, economic, information and analytical, logistics and sales, and investment and technological resources of a business entity has been fully substantiated. It has been proven that the comprehensive digitalization of operational accounting and market analytics enables an effective shift away from intuitive decision-making, significantly increasing the long-term stress resistance and competitiveness of agricultural enterprises.
