Challenges and Opportunities of Integrating E-Governance into Public Policy Frameworks in Bangladesh

Abstract

Although Bangladesh has scaled up its e-government public services, e-governance is not integrated throughout the public-policy cycle. This article looks at the structural, institutional, legal and socio-economic barriers that influence that integration and policy options that are consistent with the Smart Bangladesh 2041. A structured narrative review was conducted that integrated 50 diverse sources in the audited reference list, which comprised peer-reviewed studies, policy documents, government reports, legislation and international indices. Sources have been strategically chosen for relevance to Bangladesh, or for lessons learnt on interoperability, inclusion, data governance and participatory policy-making. The evidence was coded into the four challenge dimensions: infrastructure, institutions, law and regulation, and socio-economic inclusion; and three opportunity dimensions: transparency, operational efficiency and citizen participation. The review identifies a few key challenges to the provision of online services in Bangladesh: unequal connectivity and digital capability, administrative fragmentation, an unclear data-governance environment, and gender and rural-urban divide. Meanwhile, the ability to exchange data with other systems, to design services in an assisted and inclusive way, to create feedback channels for participation, and to carry out data-based analytics in a controlled manner would support the development and implementation of policies and the assessment of their impact. The article adds a policy-cycle approach, connecting technological maturity with institutional capacity and legal safeguards and accountability. It suggests that more than just stand-alone platforms, coordinated administrative reform, common data standards, rights-protecting governance, and a phased rollout with measurable outcomes are needed to ensure successful e-governance integration.
