Abstract

This study aims to analyze the organizational and managerial mechanisms supporting innovation within the digital economy. A comparative analysis of practices in China, the EU, and the USA identifies key factors driving the successful adoption of digital technologies and the development of innovation ecosystems, while also pinpointing the most effective state strategies for supporting innovation. Recommendations are developed for adapting these strategies to the Russian context. The analysis reveals a non-linear relationship between the institutional environment and the innovation activity of small and medium-sized enterprises (SMEs)—a finding corroborated by the case of Greece. Support mechanisms are systematized into an original classification comprising seven functional groups, with financial-economic methods distinguished as a separate category. The study establishes that, amidst digital transformation, corporate innovation strategies are evolving from a linear model toward an ecosystem-based approach (the open innovation concept). Simply transplanting foreign practices into the Russian economy is unfeasible; instead, adapted mechanisms must be developed that account for the financial and structural characteristics of domestic enterprises. Key factors include developing digital infrastructure, incentivizing RD investment, supporting SMEs, and fostering a favorable regulatory environment. Implementing these strategies will promote sustainable development, enhance competitiveness, and create new jobs.
