A Conceptual Framework for Optimizing Tandem Offloading Operations of FSO Units in Deepwater Fields

2022 · International Journal of Multidisciplinary Research and Growth Evaluation · 0 citations

Abstract

Floating Storage and Offloading (FSO) units remain a cornerstone of hydrocarbon export in deepwater fields where pipeline infrastructure is uneconomical or technically impractical. Tandem offloading, in which a shuttle tanker connects astern of the FSO by means of a mooring hawser and floating cargo hose, is the dominant export configuration, yet it is also one of the most operationally sensitive marine activities in the offshore production chain. Downtime, demurrage, position-keeping incidents and collision risk arise from the complex interaction of metocean conditions, station keeping performance, structural and equipment integrity, logistics scheduling and human factors. This paper proposes a conceptual framework that integrates these interacting domains into a single optimization structure for tandem offloading in deepwater environments. The framework is organized around five interdependent pillars: environmental and metocean criteria, station-keeping and relative motion control, transfer system integrity, logistics and scheduling optimization, and risk and human factors management, all coordinated through a digital decision-support layer. The paper synthesizes established industry guidance and academic research on FSO and shuttle tanker operations, identifies the principal drivers of inefficiency and risk, and formalizes them into a framework intended to guide both operational decision making and future quantitative modeling. The contribution is conceptual: it offers operators, terminal designers and researchers a coherent structure for diagnosing offloading performance, prioritizing interventions and designing simulation-based optimization studies.
