Abstract

Procurement encompasses the processes involved in the creation, management, and execution of contracts and represents a critical component of construction projects. It is required whenever external resources are engaged for the supply of goods and services, disposal of surplus materials and equipment, or demolition of redundant infrastructure. This study assesses the impact of Due Process procurement policies on the efficiency of project delivery in selected tertiary institutions in Osun State, Nigeria. The objectives are threefold: to evaluate the level of awareness of Due Process procurement policies, to examine their impact on project delivery, and to identify the challenges associated with their implementation. Both primary and secondary data sources were employed. Primary data were collected through structured questionnaires administered to built environment professionals—Architects, Builders, Quantity Surveyors, and Engineers—within selected institutions. Out of fifty-six (56) questionnaires distributed, forty-five (45) were retrieved and analyzed using the Relative Importance Index (RII) method. The findings reveal a high level of awareness of Due Process procurement policies among professionals, with the establishment of standardized rules and procedures for public sector procurement ranked as the most significant benefit. However, certain implementation challenges persist. The study concludes that strict adherence to Due Process procurement policies enhances project delivery efficiency. It recommends consistent compliance with these policies, alongside regular monitoring and evaluation of project performance to ensure improved outcomes.
