Bridging the gap in organizational digital competence: analysis of five key dimensions in schools
Abstract
The development of digital competence in education requires attention not only to teachers and students but also to the educational organizations that support them. This study analyzes organizational digital competence in public preschool and primary schools in Catalonia, considering five dimensions: institutional approach, digital infrastructure, relational system, management, and digital culture. A self-administered questionnaire was used to provide a dual assessment: the current and desired status of each dimension, offering a diagnosis of strengths and gaps. The results show that, although the availability of hardware and software is generally adequate, significant gaps exist across all organizational dimensions, particularly regarding time allocated for collaboration, structural coordination, specialized personnel, and the consolidation of a shared digital culture. It is concluded that strengthening organizational digital competence requires comprehensive strategies that go beyond technological infrastructure, addressing leadership, coordination, specialized roles, and institutional culture.
