INNOVATIVE DEVELOPMENT OF THE AGRO-INDUSTRIAL COMPLEX IN REGIONAL AGRARIAN POLICY
Abstract
The article examines the trends in the innovative development of the agro‑industrial complex of the Russian Federation in the context of the implementation of regional agricultural policy in 2022–2024. Based on official data from Rosstat, the Ministry of Agriculture, and the Russian Foundation for the Development of Information Technologies, a comprehensive analysis was carried out of state support for innovation, the dynamics of digitalization in the agricultural sector, and the introduction of precision farming technologies and biotechnological solutions across federal districts. A pronounced interregional differentiation of innovative activity in the agro‑industrial complex has been established: the Southern and Central Federal Districts form the “innovative core” of the industry, while the Far Eastern and Siberian Districts lag significantly behind in key indicators. A structural contradiction has been identified between the declared priorities of innovative development in regional programs and the actual distribution of state support. The author’s concept of a differentiated innovative passport for an agro‑industrial region is proposed as a tool for the justified redistribution of state support for innovations, taking into account the real innovative potential and the specifics of agricultural production in each constituent entity of the Federation.
