Staffing of the agro-industrial complex of Russia as a factor in the implementation of the strategy of import substitution and reorientation of foreign economic relations of the agro-industrial complex
Abstract
The article considers the staffing of the agro-industrial complex (AIC) of Russia as an independent factor in the implementation of a long-term strategy of import substitution and reorientation of foreign economic relations of the industry in the context of sanctions restrictions. Based on data from Rosstat, the Ministry of Agriculture of Russia and industry reviews of the labor market for 2024–2025. the scale and structure of employment in the agro-industrial complex, the age composition of personnel, the dynamics of wages in key professions, as well as the parameters of the personnel deficit by type of work are analyzed. Special attention is paid to the relationship of personnel policy with the tasks of technological sovereignty, embedding domestic enterprises in new geographies of international trade in agricultural products and ensuring food security. The author comes to the conclusion that the shortage of qualified personnel in the agro-industrial complex is becoming one of the key constraints on the implementation of the foreign economic and import-substituting strategy of the industry, and overcoming it requires coordinated measures of educational, migration and sectoral policies.
