Analisis Implementasi Strategi Kepala Bagian Umum dalam Meningkatkan Disiplin Pegawai
Abstract
Employee discipline is an important element in supporting the effectiveness of government administration; however, the implementation of digital attendance technology does not automatically eliminate disciplinary violations. This study aims to analyze the implementation of the Head of the General Affairs Division’s strategies in improving employee discipline in the General Affairs Division of the Regional Secretariat of Lima Puluh Kota Regency and to identify its supporting and inhibiting factors. The study employed a descriptive qualitative approach with informants selected purposively, consisting of the Head of the General Affairs Division, Heads of Subdivisions, staff employees, and attendance operators. Data were obtained through in-depth interviews, observation, and documentation, and were analyzed using the Miles, Huberman, and Saldana model through data condensation, data display, and conclusion drawing and verification. Data validity was strengthened through triangulation and member checking. The results showed four main strategies: democratic leadership, digital attendance, enforcement of disciplinary rules, and rewards and punishments. Documentation from January to April 2026 showed that the average attendance rate increased from 84.28% to 92.85%, while the number of employees who arrived late or left more than 30 minutes early decreased from 11 to 5. Supporting factors included regulations, participatory leadership, supervision, digital attendance, and rewards and punishments, while inhibiting factors included disciplinary awareness, technological adaptation, technical disruptions, and differences in work motivation. The findings confirm that digital technology is optimal when combined with effective leadership, consistent rule enforcement, and continuous employee development.
