Assessment of the regional innovation infrastructure effectiveness

Abstract

Innovation infrastructure is one of the key factors determining the trajectory of socio economic development of the regions of the Russian Federation. Technology parks, business incubators, accelerators, technology transfer centres, special economic zones of the technology innovation type, and other elements of innovation infrastructure create the necessary conditions for the emergence, testing, and market implementation of innovations. In the context of the structural restructuring of the economy, the tasks of import substitution, and the course towards technological independence, the role of these elements becomes particularly significant. The study develops a comprehensive method for assessing the effectiveness of innovative infrastructure facilities, which includes: a system of indicators across four dimensions, an integral efficiency index with a four level scale, and a step by step application algorithm. The algorithm developed by the authors is formalized for implementation in a digital tool, which makes it applicable for comparative assessment, monitoring, and support.
