Abstract

This paper examines the current state and development dynamics of collaboration between business structures and higher education institutions in the regions of the Russian Federation. The main focus is on the transition from situational measures for training and employment to the formation of long-term strategic partnerships and educational-production ecosystems. The first part of the article analyzes key cooperation tools and mechanisms, such as industry consortia, corporate departments, advanced engineering schools, and strategic partnerships with state corporations. A classification of these formats is provided, with specific examples from universities in various regions (Mordovia, Samara, Ivanovo, Chelyabinsk Oblasts, Krasnoyarsk Krai), allowing for an assessment of the scale and variability of business involvement in the educational process. Special attention is paid to the role of the state as a key facilitator of these processes, as well as to practice-oriented learning tools: targeted training, «Startup as a Diploma» programs, and joint R&D. The second part of the work provides a detailed analysis of the experience of the country’s leading universities, particularly the State University of Management (SUM), in building a multidisciplinary system of interaction with the corporate sector. Using the examples of SUM’s partnerships with Expobank, X5 Group, Netology, and other companies, the effectiveness of project-based learning and the integration of employers into curriculum development is demonstrated. Separate attention is given to the industry-specific nature of personnel training, including the challenges of veterinary education for small domestic pets, as well as an integrated approach to cooperation with educational institutions using the X5 Group ecosystem as an example. In conclusion, proposals are formulated for improving the system of interaction between business and universities, including a revision of financial relationships, state policy on equipping educational institutions, and the regulation of academic programs. It is concluded that achieving technological leadership and providing the Russian economy with qualified and in-demand personnel can be attained by deepening the partnership between business and universities
