ФОРМИРОВАНИЕ ИЕРАРХИЧЕСКОЙ СИСТЕМЫ ХАРАКТЕРИСТИК ИНСТИТУЦИОНАЛЬНО-ТЕХНОЛОГИЧЕСКОЙ СРЕДЫ, ОПРЕДЕЛЯЮЩИХ ВЕКТОРЫ ТРАНСФОРМАЦИИ СТАНКОСТРОИТЕЛЬНОЙ ОТРАСЛИ В РАМКАХ ДОСТИЖЕНИЯ ТЕХНОЛОГИЧЕСКОГО ЛИДЕРСТВА

Abstract

В статье обосновывается необходимость формирования иерархической системы характеристик институционально-технологической среды (ИТС) как инструмента диагностики текущего состояния станкостроительной отрасли России и обоснования векторов ее трансформации с целью достижения технологического лидерства. Актуальность исследования обусловлена стратегическими задачами обеспечения технологического лидерства России, решение которых требует не только количественной оценки параметров ИТС, но и выработки механизмов целенаправленного воздействия на среду со стороны мезо-регулятора. Помимо этого, в статье предлагаются методы измерения и расчета параметров ИТС (прозрачность, вязкость, диффузия, турбулентность, капиллярность), а также алгоритм выбора на основе полученных данных релевантных управленческих воздействий, обеспечивающих трансформацию среды в целевое состояние. В практической части работы сформирована матрица выбора целеориентаций для одного из предложенных сценариев развития станкостроительной отрасли, позволяющая соотнести диагностические параметры среды с направлениями управленческих воздействий. Дополнительно предложен набор прекурсоров, соответствующих выбранному сценарию, представляющих собой управленческие воздействия (или совокупность воздействий) со стороны мезо-регулятора, инициирующие и направляющие трансформацию ИТС в заданное целевое состояние. Методологическая база исследования включает системный подход, методы структурно-функционального анализа, сценарного моделирования и классификации. Практическая значимость работы определяется возможностью применения разработанного инструментария при формировании стратегий развития станкостроительной отрасли на федеральном и региональном уровнях, а также при разработке механизмов государственной поддержки предприятий, ориентированных на целенаправленное встраивание в институционально-технологическую среду. The article substantiates the need to form a hierarchical system of characteristics of the institutional and technological environment (ITS) as a tool for diagnosing the current state of the Russian machine tool industry and substantiating its transformation vectors in order to achieve technological leadership. The relevance of the study is determined by the strategic objectives of ensuring Russia's technological leadership, the solution of which requires not only a quantitative assessment of ITS parameters, but also the development of mechanisms for targeted environmental impact by the meso-regulator. In addition, the article suggests methods for measuring and calculating ITS parameters (transparency, viscosity, diffusion, turbulence, capillarity), as well as an algorithm for selecting relevant management actions based on the data obtained, ensuring the transformation of the environment into the target state. In the practical part of the work, a matrix of goal selection has been formed for one of the proposed scenarios for the development of the machine tool industry, which makes it possible to correlate the diagnostic parameters of the environment with the directions of managerial influences. Additionally, a set of precursors corresponding to the selected scenario is proposed, representing managerial impacts (or a combination of impacts). on the part of the meso-regulator, initiating and directing the transformation of ITS into a given target state. The methodological base of the research includes a systematic approach, methods of structural and functional analysis, scenario modeling and classification. The practical significance of the work is determined by the possibility of using the developed tools in the formation of strategies for the development of the machine tool industry at the federal and regional levels, as well as in the development of mechanisms for state support of enterprises focused on targeted integration into the institutional and technological environment.
