Transformation of the intelligence process in the context of artificial intelligence and multi-domain operations

Abstract

This article examines the transformation of the intelligence process under the pressure of geopolitical rivalry, rapid technological change, and multi-domain conflict. Drawing on doctrinal documents, scholarly research, and combat experience from the russian-ukrainian war, it demonstrates that the traditional linear intelligence cycle is giving way to a dynamic networked ecosystem for decision support. Planning and analysis play the central role in this ecosystem, turning information chaos into strategic advantage. The article systematises the effects of artificial intelligence and open-source intelligence (OSINT) on the compression of the kill chain and identifies key challenges, including algorithmic bias, excessive centralisation, and the gap between the rate at which data are generated and institutions' capacity to interpret them. It argues that success increasingly depends less on the volume of collected data than on the quality of analysis and the timely dissemination of relevant assessments. A comprehensive approach to evaluating intelligence effectiveness is proposed by linking planning, analysis, and the needs of the decision-maker.
