Abstract
The development of telemedicine technologies, remote monitoring, and artificial intelligence systems in outpatient practice is significantly changing the approach to managing patients with chronic non-communicable diseases. At the same time, the digitalization of healthcare is creating new medical, legal, and organizational challenges. The purpose of the study is to analyze the most relevant issues related to the use of telemedicine, artificial intelligence, and remote monitoring of patients with chronic non-communicable diseases based on the practical experience of the telemedicine center at the Moscow Regional Research Institute of Clinical Medicine named after M. F. Vladimirsky. The article analyzes typical situational requests from outpatient doctors related to remote patient support, the use of AI, legal aspects of telemedicine consultations, and the distribution of responsibilities. The main areas of concern include remote therapy correction, the legal status of telemedicine consultations, the use of data from home devices, the boundaries of a doctor’s responsibility in the face of low patient adherence to treatment, the legal risks associated with the use of artificial intelligence, and the organizational barriers to remote monitoring. The article concludes that it is necessary to further improve the regulatory framework, standardize digital medical processes, and increase the legal literacy of medical professionals.
