Abstract

Regional vocational planning may benefit from a closer understanding of local economic structure, particularly in regions undergoing gradual economic and environmental transition. This study identifies sectoral priorities in Lamongan Regency, Indonesia, and explores their implications for green vocational competency development. A quantitative descriptive approach was applied using Gross Regional Domestic Product data for 2020–2024. Location Quotient, Shift Share Analysis, and Klassen Typology were used to examine sectoral specialization, competitiveness, growth, and contribution relative to East Java Province. The results show that Agriculture, Forestry, and Fisheries remains the strongest structural base of the local economy, while Information and Communication shows relatively strong specialization and competitive performance. Manufacturing, although still classified as a non-base sector, records the highest competitive share and therefore shows potential for further development. These sectoral patterns were subsequently interpreted in relation to sustainability-oriented vocational competencies, including agro-processing, logistics efficiency, cleaner production, resource efficiency, and digital skills. The findings suggest that vocational planning in Lamongan may need to support both established economic sectors and sectors with stronger future growth potential. Rather than proposing a new regional economic method, this study demonstrates how conventional sectoral analysis can provide an initial basis for linking regional economic priorities with vocational skills and sustainability considerations. Further validation through labour market data and stakeholder engagement would be needed to refine the proposed competency directions.
