Smart Governance Framework: A Twin-Process Digital Architecture Enabled by AI Orchestration and Shared Data Interoperability
Abstract
Existing digital-government maturity models often emphasize internal administrative capabilities, citizen-facing services, or aggregate these dimensions into a single maturity construct, providing limited insight into how the two evolve as an integrated system. This paper develops the Twin-Process Digital Architecture (TPDA). This conceptual framework reconceptualizes digital transformation as the synchronized evolution of internal administrative processes (Track A) and citizen-facing service delivery (Track B). Grounded in Public Value Theory and informed by street-level bureaucracy and co-creation scholarship, TPDA connects the two tracks through an integration layer comprising data interoperability, API-enabled system integration, and AI orchestration. The framework proposes a four-stage joint maturity roadmap - digitization, interoperability, AI integration, and co-creation - and introduces the synchronization gap as a diagnostic concept for identifying uneven development between the two tracks. Positioned as a meso-level complement to macro-level digital-government architectures, TPDA offers a relational perspective on coordinating administrative capacity and citizen-facing services. The paper contributes a conceptual framework, a practical diagnostic roadmap for public managers, and testable propositions for future empirical research.
