Abstract

India’s educational landscape has undergone profound transformation through successive national policies aimed at addressing evolving socio-economic and cultural needs. This study reviews major educational policy developments from the Kothari Commission (1964–66) to the National Education Policy (NEP) 2020, with particular attention to equity, quality, accessibility, affordability, employability, teacher development, and implementation. Adopting a qualitative descriptive policy-review and document-analysis approach, the study examines policy documents, government reports, research literature, and international educational frameworks. The analysis identifies persistent challenges including regional disparities, gender inequality, inadequate infrastructure, teacher shortages, weak learning outcomes, rote-oriented pedagogy, and the education–employment disconnect. NEP 2020 is examined as a comprehensive response through its 5+3+3+4 curricular structure, foundational literacy and numeracy, experiential and competency-based learning, vocational integration, multidisciplinary education, teacher development, digital learning, and inclusive education provisions. The study also compares major directions of NEP 2020 with educational practices associated with Finland, Singapore, Canada, Germany, and South Korea. The comparative review indicates substantial convergence with global priorities such as equity, learner well-being, competency development, digital literacy, lifelong learning, and employability. However, the transformative potential of NEP 2020 depends on implementation capacity, sustained financial commitment, teacher preparedness, digital inclusivity, intergovernmental coordination, and continuous monitoring. The paper concludes with strategic recommendations distinguishing short-term statutory and implementation actions from long-term infrastructure and system investment. Keywords: Quality education; learning outcomes; infrastructure; government schemes; rote learning; teacher shortage; educational inequality; employability; NEP 2020; global educational standards.
