Abstract

The demand for data-driven insights in government has highlighted the importance of collective analytics. This study attempts to explore the key challenges of collective analytics in the context of Indian e-governance and the framework for addressing them. The study is based on a literature review, references to two cases, and expert views obtained from professionals involved with analytics solutions in government. In this study, analytics projects are considered as dashboard-based analytics. Based on the content analysis of expert responses, 14 key challenges of collective analytics in e-governance have been identified. The novelty of the present study is the focused exploration of challenges and their framework related to collective analytics in e-governance-a topic that received limited attention in the extant literature. This study brings forth the fact that unless the challenges of collective analytics in e-governance, including those related to data visualization, data quality, capacity building, technological capabilities, and inter-agency communications, are recognized, the implementation of collective analytics can be challenging. This study provides the basic understanding needed for data-driven governance through collective analytics. The output of the study will be helpful to the managers, e-governance experts, academicians, planners, and policymakers to understand the dynamics of collective analytics in government for handling discussed challenges well in advance. This study will also helpful to reduce the cost and time of the collective analytics project for effective decision-making.

Data-Driven Governance in Knowledge Institutions: A Multilevel Model for Big Data Analytics Adoption

The adoption of Big Data Analytics (BDA) is a critical process for academic libraries to enhance decision-making processes based on evidence-based indicators. BDA techniques enable libraries to analyse vast amounts of structured, unstructured and semi-structured data that is growing at an exponential rate over time. In order to effectively leverage the power of BDA capabilities, policymakers and management have to understand the complex interaction between various personal and institutional factors involved in the adoption decision-making process. The purpose of this study is to explore the factors that affect the adoption of BDA tools in academic libraries in selected universities in the Arab region. To this end, this study combines the extended Unified Theory of Acceptance and Use of Technology, the Technology-Organization-Environment framework, and the Diffusion of Innovations theory. Multinomial logistic regression analysis is performed on survey data collected from 416 librarians, and the results reveal that performance expectancy, effort expectancy, social influence, compatibility, top management support, institutional readiness, knowledge stock, and hedonic motivation are the significant drivers of BDA adoption. These findings indicate that librarians are more inclined to adopt BDA as they find it useful, easy to use and consistent with institutional priorities; strong leadership support and adequate digital infrastructure were also significant contributors to adoption. In contrast, no statistically significant effect was found for observability and regulatory compliance factors. The findings of this study offer practical insights for library managers and decision-makers, assisting them in developing effective implementation strategies to increase BDA adoption and support data-driven library decision-making.

Holistic Model of Advanced Analytics to Optimize Organizational Decision-Making

In increasingly data-intensive organizational environments, decision-making processes require analytical frameworks capable of integrating data governance, advanced analytics, and strategic interpretation under a unified structure. This study proposes a holistic advanced analytics model designed to optimize organizational decision-making through the integration of data quality, data integration, analytical capabilities, and data-driven storytelling within a continuous decision-support lifecycle. The proposed model was developed using the Design Science Research (DSR) methodology and structured according to the intelligence, design, and choice phases of the classical decision-making process. The framework incorporates internationally recognized standards and methodologies, including ISO/IEC 25012, ISO/IEC 11179, CRISP-DM, DataOps, and analytics value chain principles, enabling methodological interoperability and adaptive analytical governance. The resulting artifact was conceptually validated through expert judgment involving seven specialists in analytics, business intelligence, and organizational decision-making. The evaluation produced average scores ranging from 3.29 to 4.57 on a five-point Likert scale, with agreement levels reaching 85.71% in the highest-rated dimension. The results indicate favorable perceptions regarding the model’s consistency, interpretability, usefulness, and organizational applicability. The proposed model contributes an integrative and adaptive framework that bridges fragmented analytical practices and supports more informed, scalable, and context-aware organizational decisions.

DEVELOPMENT OF SHARED GOVERNANCE IN THE CONTEXT OF STRATEGIC IMPLEMENTATION OF EXECUTIVE ORDER 70

This study developed a Shared Governance Model in the context of the strategic implementation of Executive Order No. 70 (EO 70), which institutionalized the Whole-of-Nation Approach to End Local Communist Armed Conflict (ELCAC) in the Philippines. The research examined the current realities and challenges of governance and identified the critical factors that influence effective shared governance among government agencies, local government units, indigenous communities, and other stakeholders. A mixed-methods research design was employed, combining qualitative and quantitative approaches. Qualitative data were gathered through Key Informant Interviews (KIIs) with implementers and subject-matter experts from the development, security, and local governance sectors. Quantitative data were collected from 300 household respondents across the six provinces and cities of the Davao Region. Data analysis utilized thematic analysis, Exploratory Factor Analysis (EFA), Confirmatory Factor Analysis (CFA), and Structural Equation Modeling (SEM). Findings revealed persistent challenges in communication, coordination, collaboration, political dynamics, sociocultural inclusion, and economic resource allocation. The EFA extracted six governance dimensions, while subsequent CFA and model fit assessments resulted in a refined five-factor Shared Governance Model consisting of Collaborative Government Communication, Interagency Collaboration, Balanced Partnership Advocacy, Inclusive Governance, and Indigenous Vulnerability Dynamics. The model demonstrated satisfactory reliability and validity, indicating that these dimensions significantly contribute to effective governance and sustainable peacebuilding efforts under EO 70. The study concludes that shared governance is a multidimensional construct that strengthens stakeholder participation, institutional coordination, and community engagement. It recommends enhanced interagency mechanisms, inclusive governance practices, strengthened indigenous participation, and transparent resource management to improve the strategic implementation of EO 70 and promote long-term peace, security, and development in conflict-affected communities.
