Abstract

The article is devoted to the study of the transformation of the interaction of the main institutions of the labor market in the context of the development of the platform economy. The changes in the role of the main labor market institutions such as the state, employers, digital platforms, employees, educational organizations, trade unions and social insurance institutions are considered. It is shown that digital platforms cease to perform exclusively intermediary functions and turn into an independent labor market institution that influences the distribution of labor, the formation of a wage system, employment mechanisms and social guarantees. It is concluded that it is necessary to form a new institutional model for regulating platform employment, combining the flexibility of digital platforms with ensuring the basic social rights of workers. Based on the identified changes in the activities of labor market institutions caused by the development of the platform economy and the definition of the new role of digital platforms in the labor market, a new model of the relationship between labor market institutions has been built, which presents 5 blocks, each of which is closely interrelated with digital platforms. The blocks presented in the model reflect, through the peculiarities of the interaction of their constituent labor market institutions, the transformation not of individual elements of the labor market, but of the entire system of institutions. The article proves that, unlike the industrial model of the labor market, which was dominated by vertical connections based on administrative subordination, the new functions introduced by the platform economy to the labor market form a horizontal network of interactions based on data exchange, algorithmic management and digital coordination of economic activity.
