Abstract

The article examines changes in the mechanisms by which state social policy influences the innovative development of the economy, caused by digitalization, the spread of artificial intelligence, automation, and increased competition. It is substantiated that the traditional understanding of social policy primarily as an instrument for income redistribution and compensation for social risks requires supplementation, taking into account the structural changes of the modern economy. Technological transformations change not only the content of labor but also the nature of social risks, as a result of which the importance of professional mobility, continuous education, and renewal of human capital increases. Based on the analysis of scientific approaches, it is proposed to consider social policy as one of the elements of the mechanism of innovative development of the economy. The author’s concept of the adaptive potential of social policy is formulated, which is understood as the ability of the system of state measures to ensure timely adaptation of the population to technological and structural changes. The author’s model of the relationship between social policy and innovative development is developed, including mechanisms for the formation of human capital, adaptation of employment, reduction of social risks, digitalization of social infrastructure, and the creation of institutional conditions for innovative activity. The main areas for improving state social policy are identified, and a system of indicators for assessing its impact on innovative development is proposed.
