Abstract

The relevance of this study lies in the fact that the current stage of our state's development is characterized by unprecedented challenges caused by full-scale Russian military aggression, destruction of infrastructure, demographic crisis and European integration processes. At the same time, the state's ability to perform its functions extremely depends on the stability of its institutions. This problem is especially acute in the field of education, which is a strategic resource for national security, preservation of human capital and post-war recovery. The institutional stability of public administration bodies in the field of education is their ability to function effectively, adapt to rapid changes in the external environment, minimize risks and restore their potential after crisis destabilizing influences. Despite the existing scientific developments, the mechanisms for ensuring such stability in conditions of a long-term crisis, digitalization and decentralization require additional research. The aim of this study is to substantiate the essence of the institutional resilience of public administration bodies in the education sector amidst modern crisis challenges and to identify strategic directions for enhancing it to ensure the continuity and quality of the educational process. To achieve this aim, the following objectives were set: to distinguish between the macro-, meso-, and micro-levels of institutional resilience in the education sector and substantiate their hierarchical interconnections; to systematize the endogenous and exogenous factors determining the institutional capacity of education policy stakeholders; to analyze the main institutional risks associated with decentralization, digitalization, and staffing changes in education administration under security threats; and to substantiate the application of proactive crisis management tools (such as Business Continuity Planning, Big Data, and inter-municipal cooperation) to strengthen the sector's resilience. The study employed the following methods: the dialectical method; analysis and synthesis to examine the essence of institutional resilience during a crisis and to review the regulatory framework and academic discourse; the system-structural method to classify destabilizing factors; comparative analysis of management approaches; and generalization to identify strategic directions and formulate conclusions. The scientific novelty of the results lies in the substantiation of the institutional resilience of public administration bodies in the education sector, taking into account the contemporary context of decentralization, martial law, and accelerated digital development. The study substantiates the interrelationship between the financial and organizational vulnerability of local education authorities, particularly in frontline and de-occupied territories, and shortcomings in the legal and regulatory framework and strategic planning under conditions of prolonged crises. Furthermore, conceptual approaches to classifying the factors of institutional resilience in education management into endogenous and exogenous categories have been refined
