Environmental Security and Regional Stability: Examining the Role of Transboundary Water Governance in International Relations
Abstract
This qualitative study examines the relationship between environmental security, transboundary water governance, and regional stability within the context of international relations, focusing on how shared water resources influence interstate cooperation, political tensions, and regional security. The study employed a qualitative comparative case-study research design based on secondary and documentary data. Data were purposively collected from peer-reviewed journal articles indexed in Web of Science and other relevant scholarly sources, along with institutional reports, policy documents, and credible documentary materials concerning transboundary water governance. The analysis comparatively examined four major river basins, namely the Indus River Basin, Nile River Basin, Mekong River Basin, and Danube River Basin, with attention to environmental-security pressures, governance arrangements, interstate relations, cooperation mechanisms, and regional stability outcomes. The qualitative findings indicate that environmental pressures, including water scarcity, climate variability, ecological degradation, population growth, and infrastructure development, do not inevitably lead to interstate conflict; rather, their security implications are shaped by institutional capacity, political trust, power asymmetries, information sharing, equitable resource management, and adaptive governance. The comparative findings further demonstrate that effective transboundary water governance can strengthen diplomatic engagement, facilitate cooperation, support peaceful dispute management, and contribute to regional stability, whereas weak or inflexible governance arrangements may intensify mistrust and geopolitical tensions. The study is significant because it integrates environmental security and transboundary water governance within an international-relations perspective and highlights the importance of cooperative, equitable, and climate-responsive governance for promoting environmental resilience and peaceful regional relations.
