Abstract
This study aims to analyze Strategic Human Resource Management in transforming human resource management toward the development of professional public officials at the Office of the Ministry of Religious Affairs of Wonosobo Regency. This study employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation. The research informants consisted of Imron Awaludin as the Head of the Administrative Subdivision, Muhammad Fakih Khusni as the Head of the Madrasah Education Section, and Ahmad Fuadi as the Head of the Islamic Community Guidance Section. The data were analyzed through the processes of data reduction, data presentation, and conclusion drawing. The findings indicate that, first, human resource planning and management strategies were implemented through task allocation, the adjustment of personnel to the needs of each work unit, and the strengthening of coordination among organizational units. Second, the development of officials’ competencies and capacities was carried out through coaching, coordination, workplace learning, and capacity building in accordance with the characteristics and responsibilities of each unit. Third, the transformation of human resource management faced several challenges, including changes in work systems, technological developments, policy dynamics, differences in personnel capacity, and increasing public service demands. This transformation has encouraged a shift in human resource management from a primarily administrative approach toward a more strategic, adaptive, and professionally oriented approach. This study confirms that Strategic Human Resource Management plays an important role in developing public officials who are competent, professional, adaptive, and responsive to the needs of both the organization and society.
