Ambidextrous Technology Architecture Governance for Digital Government Transformation Using TOGAF 10
Abstract
The transformation from the Electronic-Based Government System (SPBE) of Indonesia to Digital Government as stipulated in PermenPANRB No. 8 of 2026 requires government institutions to improve Technology Architecture while observing compliance with regulations and adaptability of the organization. GovOrg is a government organization in the financial sector, which is struggling with the adoption of emerging technologies due to fragmented systems and limited interoperability and governance. This research uses Design Science Research (DSR) with TOGAF Standard 10th Edition to design the Ambidextrous Technology Architecture Governance model. Primary data were collected through semi-structured interviews and organizational document analysis. The proposed solution comprises Technology Architecture artifacts and an Ambidextrous Technology Architecture Governance model integrating Traditional EA and Semi-Agile EA governance pathways, decision criteria, architecture guardrails, and repository synchronization. The proposed model operationalizes Ambidextrous Enterprise Architecture into a practical Technology Architecture Governance mechanism that supports government organizations in balancing architectural stability with continuous technology innovation while supporting Digital Government transformation.
