Procurement Practices and Sustainability in the Nigerian Electricity Regulatory Commission (NERC), South-East

Abstract

Nigeria’s electricity sector continues to face major challenges due to aging infrastructure, which increases operational costs and reduces overall efficiency. This study aimed to assess how procurement practices influence sustainability within the Nigerian Electricity Regulatory Commission (NERC), South-East, with a specific focus on the effect of green technology on environmentally friendly products. Using a quantitative correlational design, 148 surveys were distributed to staff across Anambra, Enugu, Ebonyi, and Imo states, of which 133 were completed and used for analysis. Pearson correlation and descriptive statistics were employed to test the hypotheses. The results revealed a very strong and statistically significant positive correlation between green technology and eco-friendly products (r = .994, n = 132, p < .01), indicating that advancements in green technology account for a large proportion of changes in environmental product outcomes. Based on these findings, the study recommends that NERC strengthen procurement policies by prioritizing vendors who provide certified green technologies and environmentally sustainable materials.

Evaluating the Role of Advanced Energy-Efficient Technologies in Promoting Sustainability in Nigeria's Construction Industry

This study evaluates the impact of advanced energy-efficient technologies on sustainability within the Nigerian construction sector, focusing on their effects on energy consumption, cost reduction, environmental benefits, and social impacts. A quantitative research approach was employed, using structured questionnaires administered to a total of 123 construction professionals across 150 infrastructure projects in Nigeria. The respondents included architects (n=30), civil and structural engineers (n=38), project managers (n=32), and other construction specialists such as quantity surveyors and support staff (n=23). The analysis included descriptive statistics, ANOVA, and multiple regression analysis to evaluate the relationships between technology adoption and sustainability outcomes. The results indicate strong consensus among respondents that energy-efficient technologies lead to reduced energy consumption (mean=4.2, SD=0.83) and long-term cost savings (mean=4.0, SD=0.92). Environmental benefits were rated highly (mean=4.3, SD=0.68), while social impacts were perceived as less significant (mean=3.7, SD=0.75). ANOVA results revealed statistically significant differences in perceptions based on professional roles (F(3,119)=5.24, p=0.002), with architects showing the strongest agreement regarding the effectiveness of these technologies. Multiple regression analysis identified perceived cost savings (β=0.34, p<0.001) and environmental impact (β=0.29, p<0.001) as the most influential predictors of technology adoption, followed by stakeholder awareness (β=0.22, p<0.001) and social benefits (β=0.15, p=0.003). The model accounted for 76% of the variance in adoption rates (R²=0.76), suggesting robust explanatory power. These findings highlight the critical role of advanced energy-efficient technologies in promoting sustainability in the Nigerian construction sector. They also emphasize the need for targeted educational programs and policy reforms to improve stakeholder awareness, especially of the social and community benefits, to drive broader and more inclusive adoption.

The Influence of Green Procurement on Supply Chain Resilience in Nigeria Maritime University, South-South Region

A high initial investment in acquiring environmentally friendly products can discourage institutions from adopting them. This study explored the extent to which eco-friendly products contribute to supply chain resilience and operational performance at the Nigerian Maritime University. The study employed a quantitative survey method administering a sample of 303copies questionnaire to the staff of the organization using a stratified sampling technique. The hypotheses were tested and analyzed using a regression method with the aid of Minitab software. The regression analysis indicates eco-friendly products significantly relates to operational efficiency in Nigerian Maritime University, South-South Nigeria. The model regression indicates (R² = 99.20, B = 1.039, β = 0.0162, p = 0.000); indicating that the model is a good fit. The coefficient 1.0399 is highly significant (p < 0.001). This indicates a positive and strong effect, explaining that for every one-unit increase in eco-friendly products, the operational efficiency increases by approximately 1.039 units. The NOVA result confirms F = 4117.07, p < 0.001. The study concludes that the adoption of eco-friendly products plays a significant and positive role in enhancing organizational sustainability performance or resilience. Organizations should embed eco-friendly product selection into their procurement guidelines to promote sustainable operations. Management should invest in environmentally friendly technologies and capacity building initiatives to support the transition to sustainable practices.

Bridging Nigeria’s energy deficit through waste-to-energy: Evidence, pathways and policy imperatives

Nigeria faces persistent electricity shortages and increasing municipal solid waste generation, both of which negatively affect economic productivity, environmental sustainability, and urban livelihood. This study evaluates the feasibility of deploying waste-to-energy (WtE) systems as an integrated solution to simultaneously address energy deficits and waste management challenges in Nigeria. A documentary-based assessment was conducted using peer-reviewed literature, national policy documents, and industry reports published between 2015 and 2026. The study applied a multi-criteria readiness framework to classify Nigerian states into high, medium, and low-readiness deployment tiers based on waste generation volume, collection efficiency, and energy recovery potential. Findings reveal different readiness levels, the highest demonstrating recoverable energy potential exceeding 50 MW. A second tier of states shows moderate feasibility but depends on improvements in waste logistics, feedstock consistency, and infrastructure efficiency. Lower-tier states remain constrained by poor waste collection systems, weak infrastructure, and policy limitations. The study further highlights that successful WtE implementation requires integrated system design, emissions control, regulatory stability, and stakeholder coordination. It recommends a phased “flagship-first” deployment strategy through public-private partnerships, complemented by an “organics-first” approach that integrates anaerobic digestion and the informal waste sector for sustainable recovery.

A Critical Evaluation of Procurement Frameworks and Best Practices in Nigeria’s TETFund Projects.

Public procurement plays a vital role in promoting transparency, accountability, and cost-efficiency in public sector governance. In Nigeria, the Tertiary Education Trust Fund (TETFund) finances infrastructure and academic development in tertiary institutions, yet many projects still experience delays, cost overruns, and compliance irregularities. This study examined the influence of procurement frameworks on the adoption of best procurement practices in TETFund-funded projects in selected federal tertiary institutions in North Central Nigeria. A mixed-methods research design was adopted. Data were collected from 240 procurement officers, project managers, bursary officials, and internal auditors, yielding 214 valid responses (89.2% response rate). Quantitative data were analysed using descriptive statistics and multiple regression, while qualitative data were examined through thematic analysis. The findings revealed that procurement compliance significantly improves project quality and contractor selection ($\beta = 0.312$, $p = 0.004$). Procurement planning positively influenced project timeliness and cost control ($\beta = 0.276$, $p = 0.011$), while transparency mechanisms enhanced accountability and reduced contract inflation ($\beta = 0.341$, $p = 0.002$). Monitoring and evaluation emerged as the strongest predictor of value-for-money outcomes ($\beta = 0.428$, $p = 0.001$). Institutional procurement capacity also significantly improved implementation efficiency and regulatory compliance ($\beta = 0.295$, $p = 0.006$). The study concludes that digital procurement integration and enforcement capability are critical to effective procurement performance. It recommends mandatory e-procurement systems, professional training, and performance-based evaluation frameworks to strengthen accountability and value-for-money outcomes in TETFund projects.

Factors Influencing the Adoption of Environmental Sustainability Practices in Selected Petroleum Industries in Southeastern Nigeria

This study examined the organisational and regulatory factors influencing the adoption of environmental sustainability practices in selected petroleum industries in Southeast Nigeria. The petroleum sector remains economically important, but its operations are associated with environmental concerns that require stronger sustainability responses. A cross-sectional survey research design and quantitative approach were adopted. Primary data were collected through a structured questionnaire administered to employees and management personnel in selected oil and gas companies. A total of 420 questionnaires were distributed, 392 were retrieved, and 384 valid responses were used for analysis, representing a valid completion rate of 91.4%. Data were analysed using descriptive statistics, including frequencies, percentages, mean scores and standard deviation, as well as multiple regression analysis. The findings showed high agreement with organisational factors, regulatory factors and environmental sustainability adoption, with mean scores of 4.23, 4.07 and 3.95, respectively. The regression results indicated that organisational factors had a significant positive effect on environmental sustainability adoption (β = 0.45, t = 9.62, p < 0.05). Regulatory factors also had a significant positive influence on adoption (β = 0.37, t = 7.88, p < 0.05). The model explained 58.0% of the variation in environmental sustainability adoption. The study concludes that internal organisational support and consistent regulatory oversight are important for improving sustainability practices in petroleum firms.
