Abstract
Significance Research examining the impacts of foreign malign influence has focused on its effects on voter behavior and political attitudes. No change in these outcomes has been found. There is evidence, however, that changes to voter behavior and beliefs may not be the only goal of foreign information manipulation and interference. One goal of past Russian influence operations was to serve an agenda-setting function by directing the public’s attention to particular issues and shaping how they were discussed. By focusing on agenda-setting effects rather than direct attitudinal effects we can understand how influence operations achieve intended goals without driving broad changes to individuals’ political attitudes. We examine a Russian narrative-laundering campaign to measure and demonstrate the impact of such influence campaigns.
