Abstract

The article examines theoretical, legal, organizational, and managerial aspects of state regulation of information security under digital, cyber, and hybrid threats. The essence of the categories “state regulation” and “information security” is analyzed, and their content and interrelation within the public administration system are determined. The features of digital, cyber, and hybrid threats as key factors transforming the modern information environment are revealed. The regulatory and legal framework for ensuring information security in Ukraine is studied, and the institutional mechanism for implementing state policy in this field is characterized. The main problems in the functioning of the information security system are identified, and directions for improving state regulation are substantiated, taking into account international experience and contemporary challenges of digitalization.
