The latest scenarios involving multi-modal messaging, and the multi-faceted and dynamic nature of online communication, act as barriers to finding reliable information. Digital technologies and artificial intelligence, given the large-scale and uncontrolled dissemination of information in real time, create fertile ground for disinformation, fake news, false information, various kinds of hoaxes and manipulation used for political and commercial propaganda. Disinformation, which employs complex manipulative narratives and social engineering techniques, poses a threat to society as a whole, given its political, social and psychological dimensions. By polarising society, it can give rise to anti-democratic and populist movements and cause serious damage to democracy. The aim of this study is to examine information and disinformation as tools of propaganda, a form of information warfare and a means of ideological struggle. The specific nature of the subject matter necessitated the use of an interdisciplinary methodology, incorporating approaches from political science, sociology and mass communication theory. The methods employed in this study include observation, document analysis, comparison, analysis and synthesis. The study covers the period from the COVID-19 pandemic, Russia’s war against Ukraine and the war between Israel and Hamas, up to the present day – the war between the US and Israel against Iran. The theoretical significance of the work lies in the systematisation and synthesis of expert assessments and academic articles on the subject of false information, fake news and disinformation. The current priority is to devise effective measures to combat the spread of disinformation online, develop a fact-checking system, and establish the credibility of information sources. In conclusion, the paper argues for the need to establish independent international media outlets to disseminate unbiased information on digital platforms.
The genesis and evolution of the sociotechnical systems (STS) concept, one of the key approaches in organizational sociology and management, are considered. Based on a historical and sociological analysis of classical works and a secondary analysis of study results, the transition from the technocratic paradigm to an understanding of the inextricable relationship between technical and social components in complex systems is demonstrated. The classic works of the Tavistock Institute, which formulated the basic principles of STS, as well as the adaptation of these principles in the context of modern digital technologies such as artificial intelligence, platform solutions, and cyber-physical systems, are studied. The features of the Second Quantum Revolution are noted, which, unlike the First, is not limited to the framework of fundamental Keywords science, but transforms the very structure of interaction between technology, society, and the state. As the proceedings of the II International Symposium “Creating the Future” show, quantum technologies are becoming the core of a new sociotechnical system in which science, industry, education, regulatory institutions, and civil society are integrated into a single dynamic of coevolution. The author concludes that in the digital age, the STS concept retains its heuristic value, offering a tool for analyzing and designing organizations where the success of innovations is determined by their harmonious integration into social practices.
The problematization of the “information human” (Homo Informaticus) is highly relevant in the context of the relentless development of informatization and the digitalization of the country’s economy and society. The concept of homo informaticus emerged as a philosophical and anthropological response to the transformation of human ontology under the conditions of exponential growth in digital technologies and global information networks. The term emphasizes the emergence of a new type of personality – a subject whose identity, behavior, and modes of thinking are shaped by continuous involvement in the processes of collecting, processing, redistributing, and generating information. The ethical dimension of this “digitized” existence significantly determines the future of the citizen who is expected to build a radically new society. Therefore, we aim to emphasize the growing impact of the information society on the behavioral and practical aspects of the human citizen.
The paper presents an analysis of digital communication between a subject and AI based on events related to “ChatGPT” and A. Rein in 2025. This incident is examined through various concepts: from the perspective of domestication (sociology), the digital and collective subject (philosophy), third-order cybernetics (an interdisci-plinary field of philosophical-cybernetic research), and intersubjectivity (communication theory). The dual na-ture of the issue is highlighted: for an external observer (from the outside) looking at the digital communication versus the subject directly involved in this process (from the inside). The necessity of accounting for both posi-tions in a generalized philosophical interpretation leads to an attempt to conceptualize the aforementioned communication through the category of cryptophasia. It is argued that this concept allows the positions of both the external observer and the internal participant in such communication to be combined in a non-contradictory manner. In conclusion, the results of the study are summarized, indicating that communication between a sub-ject and AI can be understood as “social” – if not within the context of science and philosophy, then certainly within the context of society.
The information explosion that occurred at the end of the 20th century led to global paradigm shifts in society. In the context of the rapid development of the Internet and network culture, many novel phenomena have emerged within the technological singularity that were unusual for the earlier non-digital traditional culture, such as avatars, trolling, setting, and information inflation. The latter is associated with an extraordinary simplification of both an access to information, learning opportunities and self-study, as well as an extraordinary simplification of finding the right contacts. Artificial intelligence multiplies the effects of information inflation by delegating creative opportunities to the user. As a result, knowledge has ceased to be limited by education or state borders, and creativity has ceased to be the domain of abilities and talent. These inflationary processes are gaining a new meaning every year. The author touches upon topical issues of the development of network culture nd the consequences of information inflation. An assessment of these consequences is made from the point of view of axiology. The scientific novelty of the work lies in the application of a synergetic approach to the analysis of network culture and the consideration of the consequences of technological singularity for this version of culture. The issue focuses not only on the achievements of network culture, but also on the dangers associated with the negative consequences of information inflation.
The article explores the theoretical foundations and practical facets of communicative activities within public authorities amidst global digitalization. Using methods of scientific analysis, synthesis, cause-and-effect, and comparative study, the research aims to provide conceptual substantiation and practical recommendations for optimizing communication strategies. It addresses the urgent need to modernize public administration systems to meet the challenges of the digital era, focusing on the formation of a holistic system of interaction based on digital democracy. A key finding of the study is the conceptual differentiation between “e-governance” and “digital governance,” where the latter is defined as a human-centric organizational model prioritizing citizen needs through interactive online platforms rather than mere digitizing of old processes.Communication is treated as a systemic, multi-channel process of information exchange requiring continuous feedback to influence social dynamics effectively. The authors structure these communication systems into external frameworks, which manage interaction with civil society and other authorities, and internal frameworks, covering vertical and horizontal information flows within government departments. The study outlines fundamental principles of effective communication, including transparency, accountability, strategic planning, and professional competence. Special emphasis is placed on the “State in a Smartphone” concept and the “Diya” and “Vzayemodiya” platforms, which have transformed state-citizen interactions into a service-oriented digital ecosystem.The research highlights that the shift toward social media and messengers (such as Telegram and Viber) is no longer an optional choice but a strategic necessity for real-time engagement and building public trust. The paper analyzes e-democracy as a “bottom-up” mechanism that enhances transparency and allows citizens to participate directly in decision-making through tools like electronic petitions, participatory budgeting, and online consultations. It is determined that successful implementation depends heavily on the population’s digital literacy and the overall openness of the government. Ultimately, the study concludes that harmonizing domestic legislation with European standards and creating specialized communication units are vital for avoiding politicized propaganda and ensuring professional governance. Digital transformation is presented as a strategic priority for Ukraine’s integration into the global information space.
