Abstract
Amid the implementation of Indonesia's Merdeka Curriculum, private early childhood education institutions in rural areas face compounding pressures from limited financial resources, teacher shortages, and superficial technology adoption. This study aims to examine how transformational school leadership fosters a sustainable culture of learning innovation while managing human resource transitions under these financial constraints. A qualitative library research design was employed, synthesizing scholarly books, peer-reviewed journal articles, and policy documents on transformational leadership, organizational change, and human resource management in early childhood education published between 2016 and 2026. Documents were purposively selected against explicit inclusion criteria and analyzed using a structured thematic coding matrix combined with content analysis. The synthesis identified four interrelated themes: transformational leadership strategies, particularly psychological safety and collaborative communication, mitigate cultural resistance to organizational change; humanistic peer coaching and reflective supervision reduce administrative burnout; workload analysis together with non-financial recognition sustains teacher motivation and retention despite limited funding; and educational technology use shifts from administrative compliance toward authentic, child-centered learning support. These four dimensions converge into a single integrated conceptual model linking leadership behavior to organizational outcomes. The findings suggest that sustainable innovation in resource-constrained early childhood institutions depends on coordinated leadership practices across cultural, psychological, managerial, and technological domains, offering theoretical contribution to transformational leadership scholarship and practical guidance for school leaders and policymakers facing similar constraints.
