PREDICTING HYDROLOGICAL HAZARDS TO PREVENT EMERGENCY SITUATIONS AND THEIR ENVIRONMENTAL CONSEQUENCES

2026 · Reliability and Quality of Complex Systems · 0 citations

Abstract

Background. The urgency of this study is conditioned by the unresolved large-scale problems of exploration, engineering, and adoption of the effective monitoring and forecasting systems, as well as timely warning of hazardous hydrological events, such as floods, waterlogging, and land subsidence. The purpose of this research is to design and test an information and technical system for early detection and warning of rapidly developing flood processes in the Republic of Crimea, in order to predict and prevent their adverse effects on the population and territories, and to ensure environmental safety. Materials and methods. The objective of this study is adverse hydrological events, including floods, waterlogging, and land subsidence. The subject of inquiry is the step-by-step interconnected process of monitoring, forecasting, and warning on hazardous hydrological events. Research methods are based on the systems analysis of flood-prone factors and the processing of experimental results. Results and conclusions. The obtained data demonstrated the effectiveness of using a new flood warning system in the Republic of Crimea for early detection of the hazardous hydrological events progress and propagation. The practical value of the study lies in the fact that the deployment of a network for early detection of flood processes allows minimizing the negative consequences of floods and ensuring environmental safety and the sustainable socio-economic development in the region of Russian Federation.
