This study analyzes and compares SIAK implementation in Bekasi City and Bekasi Regency, two neighboring autonomous regions with distinct demographic profiles and SPBE achievements, and recommends strengthening SIAK-SPBE interoperability and public digital literacy.
Abstract
Digital transformation of public governance is a key prerequisite for effective, transparent, and accountable public services, as mandated by Indonesia's Electronic-Based Government System (SPBE) policy. One concrete manifestation at the basic-service level is the Population Administration Information System (SIAK), the backbone of national population data management. This study analyzes and compares SIAK implementation in Bekasi City and Bekasi Regency, two neighboring autonomous regions with distinct demographic profiles and SPBE achievements. A descriptive-comparative qualitative approach. The analysis is framed by the DeLone-McLean success model, the digital divide concept, and the e-government paradox. Findings show Bekasi Regency recorded a sharper SPBE index increase (1.60 in 2021 to 4.48 in 2025, Excellent) than Bekasi City (2.78 in 2022 to 3.96 in 2025, Very Good), despite the City's higher population density. Leadership commitment and cross-agency data integration were key enablers, while infrastructure gaps and low Digital Population Identity adoption were key constraints. The study recommends strengthening SIAK-SPBE interoperability and public digital literacy.
