Empowering teachers through effective supervisory feedback: A developmental plan

Abstract

This study assessed the feedback practices of master teachers and school heads during classroom observations in Julita District, Division of Leyte, for School Year 2025–2026 as the basis for a proposed Developmental Feedback Plan. Using a descriptive-survey design, data were gathered from teachers, master teachers, and school heads through a validated questionnaire. Statistical tools such as frequency, percentage, weighted mean, and standard deviation were used for analysis. Findings revealed that the majority of teachers were females aged 35–39 years, married, and holding Teacher III positions with substantial teaching experience and postgraduate qualifications. Feedback practices of school heads and master teachers were rated “Highly Evident,” characterized by timeliness, clarity, developmental focus, fairness, and collaboration. Feedback effectiveness was perceived as “Very High,” emphasizing its clarity, usefulness, and motivational impact on teachers’ professional growth, confidence, and motivation. Challenges encountered were generally “Low,” limited to minor emotional and resource-related concerns. Anchored on Transformational Leadership Theory, Feedback Loop Theory, and Leader–Member Exchange Theory, the study concluded that feedback practices in the district are developmental, reflective, and relationship-centered, fostering a culture of professional trust and continuous improvement. The Developmental Feedback Plan institutionalizes systematic, supportive, and formative feedback processes to sustain instructional excellence. The study recommends its adoption, capacity building on feedback literacy, and continuous monitoring to strengthen teacher empowerment and instructional supervision.
