Abstract
The El-Rakhawi Doctrine presents a foundational critical study of the structural crisis in the international legal system amid digital sovereignty and artificial intelligence challenges. Authored by Dr. Mohamed Kamal Arafa Elrakhawi, this comprehensive work spans six volumes analyzing the collapse of Westphalian sovereignty, defects in confronting digital governance and AI, failures of international courts, comparative global models, and radical reform proposals. It introduces the Composite Sovereignty Theory as an alternative framework, proposes a Global Cyberspace Charter, and establishes an International AI Governance Framework. Through rigorous deconstructive analysis, cross-civilizational comparison, and techno-legal examination, the work reveals how traditional international law cannot accommodate post-national hyper-connected realities. This work investigates the possibilities of using LLMs in a resume screening setting via a document retrieval framework that simulates job candidate selection and finds that the MTEs are biased, significantly favoring White-associated names in 85% of cases and female-associated names in only 11.1% of cases.
Empirically, PRISM reduces the end-to-end time for data selection and model tuning to just 30% of conventional pipelines, and achieves this efficiency while simultaneously enhancing performance, surpassing models fine-tuned on the full dataset across eight multimodal and three language understanding benchmarks.
